An audience can have slightly different meanings depending on where you are using them. However, all audiences are a collection of users that will be targeted by another user.
For example, when creating a custom role you set the rules administrators and the rolls audience. A particular administrator will only be able to see or administer individual users who fall within their specific audience. Both the administrator and the audience are defined using the Rules Engine.
