Introduction & Disambiguation
Although at first glance Tags and Keywords (for Drive) appear to be the same thing, a closer examination will show you that they are two distinct ways of doing virtually the same thing in two different ways.

Tags are intended for organization & filtering. Keywords are intended to add searchable terms to content to make it more broadly searchable.
Keywords (for Drive)
As the title implies, Keywords are currently only available in Drive Search. This means that they are not accessible via Global Search.
Keywords can be added to a Media Item, or Drive Folder.
There is currently no limit on the number of Keywords that can be added to a piece of content or a folder.
There is currently no limit to the length of a Keyword, but remember that search will only surface a complete match. So it's better to have more numerous, shorter Keywords, rather than long rambling ones.
Note: The ability to search Keywords on the web is not yet available. This is currently a mobile-only feature.
Tags
Tags are helpful for locating groups of related modules. Tags can be added to Modules in the tags Block when editing a module:
You can view all tags, and the modules associated with them via the Admin Tool → Modules tab → Tags pill:
End users can search, and then limit the search to modules with a given tag by clicking on the tag in a Global Search:
Note that a subset of Tags can be displayed on the Share page. To select which tags to display on the Share page and their related settings go to the Admin Tool > System > Pages > Share Page. Between the ability to rename the Share page and Page Widgets is a Tags section which may be expanded for additional settings.
